Geneva, Switzerland (AHN) – India’s social security network is poor, leaving its citizens “very highly vulnerable” to poverty and unfair labor practices, according to a report this week by the International Labor Office.

The international organization claimed that the country could have done better in terms of providing social security cover to its citizens, in tandem with its fiscal status.

ILO’s social security criteria is based on factors such as proper healthcare, pensions, social assistance and unemployment benefits. According to the report, issued Tuesday, India is yet to bring itself at par with the world standards in social security, as a large majority of its population remains deprived of any such benefits as described by the ILO.

Krzystof Hagemejer, one of the authors of the report, said, “Clearly, this is one side of the coin, where India performed below its capacity in coverage and expenditure for broad social security measures until recently.” At the same time, he added, the effect of new schemes such as the National Employment Guarantee Scheme and the health policy for 300 million Indians is yet to measured.

The report, entitled “World Social Security Report,” also mentioned that while India, along with its immediate neighbor China, has turned into a popular destination for manufacture of goods and propagation of services, the country has ignored social security protection. However, the report added that both the countries have shown “considerable change” in the recent years.

Meanwhile, another study, conducted by the Center for Decentralization and Development in Bangalore, asked the Indian government to follow the South African model for social security. In South Africa, the social security policy considers earnings of the beneficiary and spouse.

The Center is of the opinion that if India adopts the South African model, it would be able to meet its goal of “extending the social security net to all sections of the population.” The report also suggested that the government could increase the social security assessment on income tax in order to mobilize resources for widening the social security cover.

New Delhi, India (AHN) – India celebrated National Education Day Thursday with a range of events organized throughout the length and breadth of the country. The main function was organized in New Delhi with the vice president of India, Mohammed Hamid Ansari, the chief guest for the occasion.

The event, held at the Vigyan Bhawan, a premier government convention center, was organized by the Ministry of Human Resource Development, which celebrates Nov. 11 every year as National Education Day to commemorate the birth anniversary of Maulana Abul Kalam Azad, the first education minister of an independent India.

After inaugurating the function with lighting of the traditional lamp, Ansari called the attention of the concerned ministry as well as the government of India to the tenets of the education system as visualized by the founding fathers of the Indian democracy, including Maulana Azad.

Referring to Azad as an exceptional academician, a dedicated freedom-fighter and a remarkable visionary, Ansari recalled Azad’s views on the significance of education in independent India. Quoting Maulana, he said, “The democracy cannot function while its citizens remained illiterate.”

Ansari asked the government to focus on the issues pointed out in the Mid-Term Appraisal of the 11th Five-Year Plan of the country. He highlighted issues such as teacher absenteeism, teacher-student ratio, and the need to address equity concerns for the disadvantaged and vulnerable social groups.

At the same time, the vice president applauded the HRD ministry’s efforts to ensure “universalization of education” through the Right To Education Act, passed in 2009.

Kapil Sibal, minister for human resource development, stressed that a “paradigm shift” was required in the way children are taught in the schools. He said, “Education should be child-centric, instead of being exam-centric as it seeks to mushroom each child’s genius.”

Among others present were Davidson Hepburn, president of the General Conference of UNESCO; David Willets, United Kingdom’s minister of state for universities and science; Dr. D. Purandeswari, minister of state for human resource development and Vibha Puri Das, secretary of higher education.

Firefighters struck for eight hours Saturday and plan to hold another eight-hour strike on Monday. During the Saturday strike, contract crew manned the 27 fire engines instead of the usual 150 firefighters assigned to the vehicles.

Fire Service Minister Bob Neill criticized the industrial action because its schedule appears to have been deliberately timed to result in London residents being exposed to maximum risk.

FBU General Secretary Matt Wrack said London firefighters do not want to engage in industrial action, but they have not much choice because they do not want to be bullied by officials.

Fire authorities stressed there are no budget cuts or job losses, but a planned reduction in the firefighters’ 15-hour night shift that would be added to the firemen’s day shift and more hours for community safety work and fire fighting training.
